EU CITIZENSHIP AND PROTECTION OF VULNERABLE GROUPS
This article is devoted to the analysis of how the institution of citizenship of the European Union relates to the protection of vulnerable groups, primarily migrants, asylum seekers, refugees and minorities, in the context of the tightening of EU migration policy. EU citizenship remains a strong legal institution for the «inner» circle of people, but with regard to non-citizens and especially asylum seekers, the European model increasingly operates through a mechanism of selection, filtering and protection outside the Union. This creates legal gaps, encourages the abuse of discretionary powers and widens the gap between the declaration of the universality of human rights and the actual practice of granting them.
